Jan 28, 2010 Did You Know? 09-09 Use of Ineligible or Illegal Players All League Members: it was recently discovered that a team attempted to use an ineligible player as a register player in a League game. This was noted during the ID check-in process, where the ineligible player was trying to pass as another registered player, in order to play in the League game. The AR had previous knowledge of this particular player and did not permit the illegal player from participating in the League match. However, due to the fact that this was even attempted, the team was found to be in violation of BMSA and BCSA bylaws. Our rules and regulations state that a dressed player on the bench or in the playing area is deemed to be an active team member and must be in good standing with the League (i.e. registered with the League to this team and not suspended). Due to this violation, the team forfeited the game result (even though the game was played) and was assessed game forfeit fees ($120 for game officials + the cost of the field $55) and punished further with a $100 team fine. ALL LEAGUE MEMBERS: consider this a League-wide warning to all teams that this type of behaviour will NOT be tolerated. Any teams found in violation of this League bylaw during League play will be assessed harsher penalties, including the deduction of points earned from previous games played. During League Cup play, the team will be expelled from the competition and their status as League members will be reviewed during the off-season by the Executive. Not only is this unfair to the opposing team participating in the match, it also brings into question the potential use of ineligible players during previous League matches. This is damaging to the teams' reputation and standing as League members. Please see previous entry "09-07" for player check-in procedure to avoid any potential future violations.
Jan 08, 2010 MVP Submissions Team managers are required to submit their two MVPs for the season prior to the completion of Week #16 games. Please send the names of the players (as they are to appear on the trophies) to the League's email address [bmsa@shaw.ca]. If the League does not receive your team's entries in advance of this date, your team may not receive MVP trophies for its players.
Jan 08, 2010 Annual Trophies All annual trophies (loaned to the winning teams by the League) must be returned no later than Week #15. They may be brought to the fields and given to any of the League Executive members, or delivered to the League office. Thank you.

Jan 04, 2010 Player Transfer Deadline A reminder to all team managers and players that the transfer deadline is January 15th. This means that, for players to be eligible for League Cup games, registrations will have to be duly completed in advance of this date. No transfers will be accepted after January 15; new players registered after this date are eligible for League games.

Dec 18, 2009 Week #13 and January Games There will be NO LEAGUE GAMES played on the weekend of January 2/3, 2010. League play will resume the weekend of January 9/10, 2010 (weather permitting), with Week #14 games as scheduled. Week #13 games that were not played to due field closures, will be replayed at the conclusion of the regular season (Week #18).

Nov 30, 2009 Use of Foul Language This message is for all members and supporters of the BMSA. It has been noted and brought to our attention on several occasions, the use of foul language during matches and at the complex. The League Executive's position on this matter is simple: this can not exist nor continue in BMSA League or Cup play. While we understand that the occasional (non-directed) slip may be tolerated during matches, it is within the Laws of the Game that if officials hear the use of foul language, that discipline be issued. The use of offensive, insulting or abusive language and/or gestures is an offence worthy of sending off (red card). We ask that team managers discuss this issue with their team's players and spectators prior to Week #12 play. Officials will be instructed to monitor this situation more closely in upcoming games. We want to encourage supporters to come out and watch our League games. When youth (and other spectators) are present, we need to ensure that they are focusing on the game, and not the language being used on the field. Thank you for your cooperation!
Nov 30, 2009 Revised Game Reports The League requires all teams to use the standardized, league-provided game reports for all league games. During Week #10 League play, teams were provided revised game reports prior to the start of games. The league will no longer accept hand-written or re-formatted forms, which can be difficult to read and lack specific and required information. This includes all older versions of game reports. All teams have been emailed an updated game report in the past two weeks to the team email address on-file. The new version of the game report includes a column to the left of the players' names for check-in notations, along with other modifications. If your team requires additional copies, please email the league [bmsa@shaw.ca]. Fines will be applied to offending teams, starting with Week #12 league play.
Nov 30, 2009 Player Stats Correction Process Team managers: any request to change goal scoring information must be emailed (bmsa@shaw.ca) by the manager to the league; all emails sent by individual players regarding stats will not receive a response. Emails are to include detailed information (with the full name of the player who should be awarded the goal and who should not) about the game in question. This will be corroborated with the Official's Game Report; in the event that there is a conflict, the Official's Game Report will be the final decision. Approved amendments will be corrected during the CHRISTMAS BREAK.
Nov 28, 2009 Did You Know? 09-08 That home teams' duties include bringing centre cones and alternate jerseys? It is the responsibility of the home teams to ensure that they bring orange cones (at least 12" in height) to put on the centre line. This is to assist officials with offsides and positioning. It is also required in our bylaws for the home team to furnish an alternate set of numbered jerseys, in the event that the teams have similar uniforms. What members may not know, is that away teams are also required to bring an alternate set of numbered jerseys. Should the home team either forget to bring their alternate set or that the alternate set also clash with the away team's kit, the away team is to use their alternate set of jerseys. Fines will be imposed on teams who are noted to not have put out approriate centre cones and for failure to produce an alternate set of jerseys.
Nov 20, 2009 Club Rosters All team managers have been recently emailed the most up-to-date version of their team's club roster on-file with the League. The League requires any missing information to be sent (via email to bmsa@shaw.ca) ASAP. We are required to send completed rosters to BCSA and must do so soon! Please check your emails, review the information on-file, and complete & return. This includes the Burnaby residency portion to the right of the form.
Nov 12, 2009 Did You Know? 09-07 That all players are to check-in with officials upon arrival at the field? Players that arrive late to games are still required to check-in with game officials. Starting in Week #9, the League has implemented a policy where players arriving late to the game (i.e. after the officials have performed the team's ID/player roster check), are to check-in at half-time. Players arriving in the second half must check-in with the officials before entering the field of play - no exceptions! Officials have been instructed to count the number of checked-in team players at the start of the second half, and verify this with the number of players in uniform at the team's bench. Teams and players found in violation of this policy are subject to discipline and fines. This will be noted on the game report, as specific tickmarks are being used next to players' names, as to when they check-in. Managers - please ensure that you monitor the number of players arriving after kick-off and send these players to the officials at half-time to check-in.
Nov 12, 2009 Did You Know? 09-06 All teams are required to have their players in uniform and at the field 15 minutes prior to kick-off? League bylaws state that in order to ensure games are completed within the specified allotment (provided by the City of Burnaby), that games are to start on-time. This means that game officials have been instructed by the League to start their watches at the scheduled game time, regardless of teams being ready for play! Teams found in violation of this policy will be written-up and fined; this will be enforced in the upcoming weeks, as Cup play from other leagues may impact our time allotments. We need to have teams in uniform and at the fields 15 minutes prior to kick-off, so that officials can check-in players.
Nov 06, 2009 Did You Know? 09-05 Teams are not permitted to allow non-registered players within the enclosed fence area? Only league registered players and team officials (coach/manager) are permitted to be within the enclosed playing area. All other spectators, including significant others, family and friends, must remain outside the fence; this includes suspended players. Failure to comply with this rule will result in a minimum $25 team fine for the first offence. Consider this a warning for all teams, as there have been several incidents where spectators have been noted being at the teams' bench. Team officials: it is also your responsibility to ensure that team supporters (outside the fence) are respecting both the rules and regulations of the League and the City of Burnaby complex rules. Unruly and uncooperative guests may be asked to leave the complex by the match officials for poor behaviour; this is within their rights to control the game and the request must be complied with. Penalties will be assigned for non-compliance.
Nov 06, 2009 Did You Know? 09-04 Suspended players are NOT permitted on the field (or inside the playing surface)? This includes both players (and team officials) who have been suspended by the league, or who have recieved a red card (includes 2 cautions) in a match. League rules and regulations state that suspended players are to leave the park; this means the Burnaby Lake Sports Complex. It is league policy for players receiving red cards to grab their belongings and exit the field of play in a timely manner. Regardless of the offence, players must obey this rule and exit the playing field immediately. Failure to comply with this rule is a serious violation of our bylaws and lengthy suspensions and large fines will be levied against offenders. Match officials do have the discression to allow a cooperating suspended player to remain at the field, outside the gate, so long as they are not causing a disturbance and are sitting in the stands. Only in this situation will a player be allowed to remain within the complex. If the match official states that the player is to leave the park (regardless of their reasons), the player must comply and head for the changeroom or their vehicle.
Oct 27, 2009 Did You Know? 09-03 Teams are assigned penalty points during the season for each bookable (red card or yellow card) infraction? Each infraction comes with a specified (minimum) penalty *: Cautions (yellow cards) are 1 point each Red cards are 3 points each Team discipline is 1 point each * Based on recent spike in use of foul/abuse language towards match officials, the point penalties for these type of offenses may increase Thresholds are specified in the League's rules and regulations (available on the Leauge's website) and start at 40 team points; at this level a $25 fine is levied against the offending team. For every 10 points thereafter, a further $25 is added to the previous fine (e.g. 50 points = $50, 60 points = $75). I encourage every team official and player to read the rules and regulations thoroughly, to ensure that the laws of the game and the league are be adhered to. Pleading ignorance over not knowing offences is not an excuse, and can further add to penalties imposed.
Oct 27, 2009 Did You Know? 09-02 (follow-up) The League Executive is disappointed that players (and teams) have not yet learned/come to realize, that foul and abusive language towards an official is a very serious offence and it will not be tolerated in this League! Players and team officials DO NOT have the right to insult and/or use profanity in any League game, towards an official (or other players). As stated in the previous entry, an automatic 3-game suspension and $50 is levied for each occurence. I ask team managers to talk to their players and team representatives ASAP, including coaches and spectators, about the need for control over their actions. We are receiving emails from teams about why players are being suspended for so long, if it was only 2 cautions (yellow cards) received for the sending off? The reason: simply for using foul/abusive language towards a match official!
Oct 19, 2009 Week #6 Schedule Change The scheduled league game between Burnaby Gunners F.C. and BG Lions has been moved from Saturday, October 24, 2009 at 21:00 on Field #2, to Sunday, October 25, 2009 at 15:00 on Field #2. Please make arrangements in order to start all games on-time, including arriving to the fields at least 15 minutes prior to kick-off!
Oct 15, 2009 Did You Know? 09-02 Foul and abuse language towards an official is a very serious offence. In fact, it can be interpreted as assault! The league is very strict in its protection of match officials, including the referee and the assistants. Players will be repremanded severely for this offence. According to our league bylaws, foul and abuse language towards an official carries a minimum 3 game suspension and $50 fine - per occurence. Abuse of an official usually occurs during and/or after a player receiving a yellow card caution or red card. This only makes the situation worse! Penalties for foul and abuse language towards an official are added on-top of suspensions and fines for the initial offence(s). And for repeat offenders, the penalties increase exponentially to the point where the player is expelled from the league. And don't think that swearing at/or near a game official needs to occur to be deemed foul and abusive language. Executive members that witness this offence are also able to submit reports to the league on the officials' behalf. Being condesending or belittling a match official through actions and/or words also constitutes abuse of an official. So the next time a player has something to say to a match official about a call (or non-call), think twice about making it outloud. It most instances, it will end up making the player lighter in the pocket, hurting the team and creating spectators at future matches. Better yet, walk away - quietly.
Oct 03, 2009 Did You Know? 09-01 Discussion comes up every year in regards to communication with the officials before/during/after a game. Many players and team managers feel that it is part of the game to exchange words with the referee. The Deputy General Secretary/Secretaire general adjoint Director of Refereeing was gracious enough to give us an answer. "The referee is responsible for enforcing the laws of the game. He has no obligation to explain his decisions, especially to players (or managers) who crowd him, show dissent, or try to intimidate him. Many referees, when asked politely, are prepared to give a quick response in passing during the game; but this as part of the overall management of the game and not a right. Neither the Captain nor the coach has any special privileges in this regard either. In fact the Laws of the game, when discussing dissent (which is what the demands for an explanation are), is quite clear in this regard. It states "the Captain of a team has no special status or privileges under the Laws of the Game, but he has a responsibility for the behavior of his team". What this really means is that the Captain and the coaching staff should be respectful, and ensure that the team members also show that value to the match officials."
Oct 03, 2009 New Weekly Message There will be a weekly posting titled, "Did You Know?" that will feature explanations and interpretations of the BMSA's rules and regulations. This will hopefully assist in improving all members' knowledge of the bylaws and how the league is run.
Sep 29, 2009 Body Jewelry A reminder that the Soccer Referees Association has received notification from F.I.F.A. directing them to ensure that ALL body jewelry [bracelets, studs, rings - including nose, ear, belly, etc., and necklaces) MUST be REMOVED [and not taped over] before permission to play has been granted. Religious ornaments are partially excluded, subject to the referees discretion and only wedding bands are allowed to be taped over. This directive is effective immediately. All members should be aware that this directive affects them and their teams, and that non-compliance could result in players being excluded from game play. Thank you.
Sep 29, 2009 Game Forfeitures A message for all team representatives, if you are unable to field a full team (minimum of 7 registered players) for a scheduled league game, the game will be forfeited. As per league bylaws, teams that forfeit their games will be subject to both penalties and fines; these include game fees for the officials (both teams' portions - $120) and field rental (estimated to be $130). Sufficient notice is required by the league in order to contact the opposing team and game officials if a game cannot be played. This is interpreted by the league as being more than 24 hours notice. In this situation, only the field rental fee will be imposed on the cancelling teams and a 1-0 loss will be recorded.
Sep 28, 2009 Thanksgiving Weekend A notice to all members that there are no scheduled league games to be played the weekend of October 10/11. Week #5 will resume the weekend of October 17/18. Teams wishing to arrange exhibition games over the Thanksgiving long weekend are asked to contact the league (bmsa@shaw.ca) in order to arrange times; standard costs will be applied for the field rental. Deadline for requests is Thusday, October 1, 2009. All fields will be returned to the City of Burnaby, if unclaimed.

Aug 31, 2009 Player Registration - Week #1 A reminder to all teams that they must submit all completed player registrations to the league office (7795 Allman Street) no later than September 2, 2009 in order to be eligible to play in Week #1. Incomplete registrations (e.g. photo missing, no copy of government-issued ID, no signed BMSA membership form) will not be considered as being received on-time. Please ensure that all documention is complete in advance of submitting to the league. Teams are also required to email the updated/revised electronic team roster sheet (with completed City of Burnaby questionnaire) no later than September 2, 2009 to the league email address (bmsa@shaw.ca).
Aug 19, 2009 Changes to B.M.S.A. Executive Al Rudolph submitted his resignation [for reasons of health] as League President of the BMSA at the June AGM. He will assume the title of "Chairman/Past President" and will continue with the league in a VERY limited role. He will NOT be involved in the day-to-day running or administration of the league. These duties are being assumed by the incoming President/Scheduler, Mr. Ian MacKerricher; Vice President/Registrar, Mr. Boris Contreras; Special Events Coordinator, Mr. James Olychick; Officials Coordinator, Mr. Sukh Manhas and Mr. Norm Bradford, who remains as the league Secretary/Treasurer. Jun 05, 2009 UPCOMING TEAM FEE INCREASE The City of Burnaby,at this point,is NOT guaranteeing fee protection for the leagues field allotments. B.M.S.A. will have to add $350.00/team to its fee's to meet potential increases to field allotment fee's. This is for your information.
Jun 05, 2009 BURNABY RESIDENCY Effective with the start of the 2009-10 playing season,the B.M.S.A. will be required to meet City of Burnaby residency requirements. The league has been in serious discussions with Senior City staff over this issue and has negotiated a tentative "phase in" period for compliance. Current teams should make every effort to bring their rosters in line over the next couple of seasons. Failure to meet this objective will result a threat of loss of allotment time and a generl downgrading of fields and times allotted.
Jun 05, 2009 TEAM PERFORMANCE BONDS As per League regulations Team Performance Bonds for returning teams must be replenished by June 30,2009. Priority status will be lost for placement next season for teams that do not meet this requirement.
