RULES and REGULATIONS

 

PART ONE:  Team Representatives

 

  1. Each team representative has the authority to speak and vote on behalf of the members of his team.

a)      This being the case, the vote caste by a team representative is binding on the members of that team.

 

  1. Each team representative must make an effort to read and understand its Rules and Regulations so that he can represent his team properly.

 

  1. Ignorance of this Constitution and its Rules and Regulations in no way admonishes the actions of any team and/or its members from its consequences.

 

  1. Team Representatives shall attempt at all times to uphold the tenments of this Constitution and its Rules and Regulations.

 

  1. The designated Team Representative shall appoint an alternate representative to act on his teams behalf should he be unable to continue his duties.

 

F.      Each Team Representative shall, when called upon by the Directors, help out with the operation or support of the Society. If the Team Representative is unable to do this, he will appoint an alternate team member.

 

G.     Each Team Representative has the right to view any or all of the Society records.

 

H.      Each Team Representative shall furnish the Directors with a proper address, email address, fax number and phone including Cell Number) where they can easily be reached.

 

I.         Each Team Representative shall confirm that all games are in effect by checking the B.M.S.A. WEBSITE [bmsa@shaw.ca] each Thursday P.M.

 

J.       Each Team Representative must be a member of the Society and sign a Declaration adhering to the Constitution and its Rules and Regulations.

 

PART TWO:  Team Responsibilities

 

A.      To qualify for admission, a team must be of substantial background so as to meet Society requirements.

 

B.      All teams must pay their membership fees in full by August 31 of each year [with no grace period. No post-dated cheques]. Teams that issue cheques that are not honoured by the financial institutions for whatever reason will have their Performance Bond forfeited, fined substantially and expelled or put on “cash only” status for the remainder of the playing season. No team that has not paid its league fees in full shall participate in league play and/or event until such time that all fees are paid.

                                   

C.      Any member team or individual player is bound by the tenments of this Constitution and its Rules and Regulations.

D.      Every team must pay all monies owing to the Society as per the Constitution and its Rules and Regulations.

 

E.      Each team must, through one [1] of its representatives sign a DECLARATION of ADHERENCE to the provisions of the B.M.S.A. Constitution and its Rules and Regulations.

 

F.      Attendance by at least one [1] member of each team is mandatory. Failure to attend is subject to a minimum fine of twenty-five dollars [$25.00].

 

G.     Any and all decisions made at any duly called meeting of the B.M.S.A. are binding even if a team did not have a member in attendance.

 

H.      Personal attacks or quarreling are to be refrained from during meetings.

 

I.         Each member team must deposit a five hundred dollar [$500.00] performance bond payable to the B.M.S.A. at the Annual General Meeting.

a)      The bond remains the property of the Society for the purpose of paying Society obligations, fines, or in the event of a team’s premature departure from league play or in the event of failure to comply with its financial obligations.

b)      If, in any one season, fifty percent [$50%] or more of the total performance bond is used up by a member team, that team will be required within seven days [7] of notification by the Directors to replenish that yearly bond with an additional amount to equal the original performance bond total of five hundred dollars [$500.00] or face suspension or expulsion from the Society.

c)      All performance bond balances must be replenished to their five hundred dollar [$500.00] limit prior to commencing the B.M.S.A. play-off schedule.  Non-compliance will result in game forfeiture by default and its attendant penalties.

d)      Any unused portion of this bond will be returned to each member team at the very end of the season.  [After the play-offs and after receipt of a letter signed by the coach and/or manager requesting return of these funds].

e)      Teams intent on returning to league competition the following season are required to:

-          Confirm team participation for the upcoming season no later than June 30 of each year.

-          Maintain a minimum five hundred dollar [$500.00] balance in their performance bond [by June 30 each year] to confirm their place on the league team roster.

-          Deposits and/or residual performance bond balances are automatically forfeit if a team [that] is not returning and/or does not request return of the bond on/before June 30 of any given year.

-          Returning teams will have deposits and/or residual performance bond balances credited towards their coming seasons’ bond.

 

J.       Any member team [s] failing to support a league approved fund-raising activity shall be disciplined accordingly.

                 

K.      Every team must possess a presentable uniform replete with shorts, sox [matching], and shin guards plus have a clearly presentable number on the back of each jersey which corresponds with the name and number of each individual player on the B.M.S.A. game form.

L.       Each team shall have access to an alternate set of individually numbered jerseys in the event of a colour clash with opponents.  [Responsibility is on “Home” team (If “Home” team is unable to accommodate, then, “Away” team must accommodate)].

 

M.     Each team must pay the referee and assistant referee [where applicable] half his/their stipulated fee [$25.00] before the game starts. This fee must be cash only – no other form of payment is acceptable.

 

N.      Each team will be held responsible [fined] for any incomplete B.M.S.A. forms. [Game form or otherwise]

 

O.     Each team must ensure that all player I.D. cards are in good order, all players properly registered, and be able to present them for inspection by the game official [referee/assistant referee] ten minutes prior to game time.  All suspended or ineligible players must not be allowed to play. [If Applicable]

 

P.      All teams are allowed a maximum grace period [to the end of “half-time/excluding play-offs] to comply with clauses N., O., and Part 3 E k of these Rules and Regulations. If any team violates this provision, the other team shall have the option to win the game by default.

 

Q.     All teams will be held responsible for the actions of their spectators or known associates [ALL people on a team’s sideline are considered to be members of these two groups] and is required to:

-          Take all precautions necessary to prevent spectators from threatening or assaulting officials and/or players before, during or at the conclusion of matches.

-          Take all precautions to prevent the use of objectionable, insulting language, and offensive behaviour.

 

NOTE

                        In the event of a spectator incident involving the assault of a Game Official a performance bond will have to be posted as follows:

a)       Deliberate physical contact: Performance Bond in the amount of two hundred dollars [$200.00]

-          The club/team will guarantee proper conduct of the individual [s] for a period of one [1] year.

-          The performance bond will be paid in full within ten days [10] of written notification [post/fax/email] of the performance bond levy. Failure to post the bond will result in suspension of all further team/club scheduled league/Cup play/any other B.M.S.A. events until this obligation is met. [Teams/clubs missing two or more scheduled league games will be expelled. Teams/clubs missing ANY play-off game or Cup game will forfeit that series/game].

-          The performance bond will be paid to the Society and shall be refunded, without interest, at the end of the performance period, provided there are no further incidents.

b)       Violent or attempted violent conduct, etc.: Performance Bond in the amount of five hundred dollars [$500.00].

-          The club/team will guarantee proper conduct of the individual [s] for a period of one year.

-          The performance bond will be paid in full within ten days [10] of written notification [post/fax/email] of the performance bond levy. Failure to post the bond will result in the suspension of all further team/Club scheduled league/Cup play/any other B.M.S.A. events until this obligation is met.

-          [Teams/clubs missing two or more scheduled league games will be expelled. Teams/clubs missing ANY play-off game or Cup game will forfeit that series/game].

-          The performance bond will be paid to the Society, and shall be repaid, without interest, at the end of the performance period, provided there are no further incidents.      

 

R.      All teams will be held responsible for any violations of the City of Burnaby’s Parks Board drinking regulations they commit, 

 

NOTE

Burnaby Sports Complex – West is a “DRY” facility. No alcohol consumption [except in properly licensed Beer Gardens]/drug use any day/time.

 

S.      All teams who commit acts of violence or willful damage to any person [s] or public and/or private properties shall be held solely liable for these actions. The Society and/or its Executive will not be held liable.   

 

T.       All teams are responsible for their actions on and off the field at any B.M.S.A. event.

 

U.      All teams will be held responsible for any violations of the unique and specialized rules that the City of Burnaby requires to protect the integrity of the artificial turf fields.

 

V.      All teams, [including team officials], will be subject to discipline if they commit any act or make any statement either verbally or in writing, or been responsible for conduct, continuing misconduct or any other matter, which in the opinion of the Society is considered to be ungentlemanly, insulting or inappropriate behaviour likely to bring the game into disrespect.

 

W.    All teams are subject to an “Executive” review of their on/off field performance at the end of the playing season.  Negative results could/will result in a team’s expulsion from the B.M.S.A.

 

X.       All teams will pay any fine imposed upon them by the Directors either by:

-          Deduction from their performance bond.

-          By cheque or cash within seven days [7] of notification by the Directors

-          All discipline to offending teams will be sent by email, post [but may be sent Double Registered]

-          All postage will be charged to the offending teams performance bond.

-          All teams will be charged a “Processing Fee” for all discipline notices. [To be deducted from performance bond]

-          “Protests” of assessed discipline must be made within forty-eight hours [48] of the date of the notice.  [Suspensions must be protested within forty-eight hours [48] of the game.

                                                                  

Y.      Teams must have internet access to the leagues website [www.esportsdesk.com (email: bmsa@shaw.ca)] and will:

-          Be held responsible for all information displayed on the website.

-          Required to provide the league with email addresses of a minimum of two [2] of its players.

     NOTE:

              Teams are to contact the league by email [bmsa@shaw.ca] or by league phone [604/525-8481] ONLY. The league will only respond to concerns from team manager and/or coach.

Z.       Teams will be required to book all City of Burnaby facilities through the league. Such booking requests must be in writing with a clear date and legible signature.

 

PART THREE:  League Play

     

A.      The Executive may, from time to time, make temporary rules governing specific cases not provided for in the Constitution and/or the Rules and Regulations, but which may be necessary to carry out the objectives of the league. These decisions will be submitted for ratification by the membership at the next Annual General Meeting.

 

B.      Schedule:

a)      The Executive, in cooperation with the Societies appointed Referee-in-Chief, shall be responsible for the scheduling of all games along with the dispatch of game officials to all B.M.S.A. league and Cup games.

b)      All B.M.S.A. games shall be played on parks allocated to the Executive by the City of Burnaby.

c)       The Executive shall issue member teams with a printed schedule of play prior to the commencement of league operations.  

NOTE

-        Unless otherwise notified, ALL scheduled league games will proceed regardless of whether they fall on a three day [3] holiday weekend.

-       No game postponement requests will be considered for the month of December.

-       No game postponement requests will be considered to accommodate sporting events like “Grey Cup” or “Super Bowl Sunday”.

 

d)      Member teams must be prepared to play when and where as directed by the schedule of the Executive.

e)      The Executive shall give teams at least forty-eight hours [48] notice of changes in the schedule, especially switches to all-weather fields.

NOTE

       The Executive will make a reasonable attempt to contact a team representative or alternate contact prior to a change in the schedule. It is still the responsibility of the team [league website: www.esportsdesk.com] and will be subject to the provisions of these Rules and Regulations under Part 3B.      

 

f)        The Executive shall re-schedule all games abandoned or postponed on account of bad weather or adverse field conditions. [Subject to field availability and time]

                 

g)    Unless notified by the Executive all teams must attend the park and await the decision of the Game Official [s] in the event of atrocious weather.

 

g)      The match decisions of referees appointed by the B.M.S.A. shall be deemed conclusive by the Executive. Complaints regarding the standard of officiating shall be addressed in writing to the Society’s Secretary who shall forward the matter to the B.M.S.A. referee-in-chief for review.

 

h)      In games WITHOUT Assistant referees, linesmen flags must be handed back directly to the game official.

 

i)        Game fees must be paid in full even where some game official [s] are missing or delayed.

j)        Teams requesting league game postponements [Cup games will not be postponed] must apply in writing to the Executive not less than thirty days [30] prior to the scheduled date of the said game.

                       -    Any team failing to give thirty days [30] notice of their request to postpone the game will have [one time only [1] only per team per season] to submit their proposal to the opposing team manager. The game will be re-scheduled to a later date by the Executive [subject to Part 3B:xii] ONLY after the opposing team manager or representative agrees to waive his right to claim a                            forfeit victory.  THIS INFORMATION MUST BE RECEIVED BY THE LEAGUE NO LATER THAN TUESDAY OF THE WEEK BEFORE THE GAME IS ORIGINALLY SCHEDULED TO BE PLAYED NO CHANGES WILL BE ALLOWED AFTER THIS DAY.

 

-          Both teams must play any re-scheduled game at the time and date instructed by the Executive.

 

k)      Postponement/re-scheduling of any scheduled league game [Cup games will not be postponed] is subject to approval by the Executive.

 

  1. Defaults/Abandonment

 

a)      Any team responsible for defaulting or causing a league game to be abandoned shall be assessed penalties and charged with ALL expenses incurred in preparation such a game [Full field allotment costs/game official fees].

 

b)      A defaulting team, or a team causing a game abandonment, shall forfeit the match points to the opposing team which shall be awarded three points [3] in the standings and one to nil [1-0] win. [This goal will be reflected in the teams overall “Goals For” but will not be credited to any player].

 

c)      Any team having defaulted or cause to be abandoned, two games [2] may be expelled from the Society.  All monies paid the league will be forfeit by any team that has been expelled or quits.

 

d)      Any team winning a game by failing to comply with the rules of league play may, as a result of a disciplinary ruling by the Executive, have that game ruled as a default and have the result overturned.

                                                                                                                       

e)      Any team having any people [players, coaches, managers, spectators or known associates] enter the field of play without the express permission of the game official or be found to be found responsible for a game abandonment due to the presence of unauthorized people on the pitch will be fined [minimum two hundred dollars ($200.00) and assessed an automatic game forfeiture (if necessary)] in addition to the penalties defined in “a)” above.

 

   NOTE

               A MATCH SHALL BE VALID IF ONE SIDE HAS AT LEAST SEVEN PLAYERS [7]

 

  1. Unfinished or Abandoned Games

 

a)      The Executive shall decide on all matters pertaining to unfinished or abandoned league or Cup games.

b)      Where plausible, past precedent of higher governing Soccer bodies regarding such matters will be used.

 

c)      The decision of the Executive in these cases is final subject to the Rights of Appeal outlined in Part 7 of these Rules and Regulations.

 

  1. Particulars of League Play

 

a)      Except where noted, the rules of league play will adhere to those of the B.C.S.A. and F.I.F.A.

 

b)      Games will be ninety minutes [90] in length with two [2] forty-five minute [45] halves.

 

NOTE

A MATCH SHALL BE CONSIDERED COMPLETED PROVIDED SIXTY-EIGHT MINUTES HAVE BEEN PLAYED

 

c)      Whenever possible, each team shall compete within a three division [3] format [A, B and C] and play a “Home” and “Away” series with each opposing team within that division.

 

d)      A two team [2] relegation of teams between Divisions [top two of “C” are relegated up and bottom two of “B” are relegated down and top two of “B” are relegated up and the bottom two of A” are relegated down] based upon team point standings at the end of scheduled league play. [Relegation is Mandatory Exceptions to this clause [if any] are subject to Executive approval]

 

e)      If scheduling logistics require modifications to the format, then member teams will play as directed by the Executive.  [Part 3A:iv]

 

f)        League points shall be awarded on the basis of three points [3] for a “Win”; one point [1] for a tie and zero points [0] for a loss.

 

g)      Only legally registered players with the B.C.S.A. and the Society with valid B.M.S.A. I.D. Cards shall be allowed to play. Suspended players are ineligible.

 

h)      Only a maximum of twenty players [20] may dress and play in any game.

 

i)        Substitution is to be unlimited but is to be restricted to a time in the game when play is suspended and the team wishing the substitution has had their player [s] eligibility checked and approved by the Assistant Referee and/or the referee and control or possession of the ball. Where applicable, all substitutions are to be made through the Assistant Referee. In the event of an injury to a player or players, a substitution may be made with approval of the referee.

 

j)        The league standings of teams resigning or removed from the league before they have completed one half [1/2] of the schedule will be erased from the Society’s records. If a team has played more than one half of the schedule, the society’s records will count all games played in the first half of the season and erase from                 the Society’s records all games played past the half way point. [All discipline assessed in all games played will, however count]

Each team is to supply the referee ten minutes [10] prior to the game, a properly completed game form including jersey numbers signed [legibly] by a team official [When necessary, Home teams are to note the liner number that was used to line the field in the appropriate section of the game report. [For games that the field was previously lined by a B.M.S.A. team the form should be marked “previously lined”], player I.D. cards for inspection by the Game Official and one half [1/2/] of the total game fee [Referee: $25.00/Assistant Referee: $25.00 = $50.00 total].  Every team will be given, as grace, until the end of half time to comply with supplying game forms and I.D. cards [if applicable] or face at the discretion of the opposing team having the game declared a forfeit and losing that game by default.

 

GAME OFFICIALS MUST BE PREPAID

 

k)      Each team is to supply and properly secure a net [when not on artificial turf] and two regulation length corner flags to the satisfaction of the game official and the league.

 

  1. Duties of the “Home” team

-          Line the field [when not on artificial turf], each team should have, or have access to a field liner and whiting. ALL designated Home teams are responsible for ensuring that their fields are lined. This includes “touching-up” the lines after the game ahead has concluded and/or lining the field in the event the first scheduled home team did not line the field. Home teams will be disciplined if, in the opinion of the game official and/or the league Executive this duty has not been met responsibly.  [Play-off/Cup games MUST have the field lined EVERY game – no exceptions].

 

NOTE

Field liners are available to Home teams from the league. Liners are considered to be the complete and total responsibility of the allocated Home team for each week. Damage and/or loss will be fully charged back the offending team [s]. Where applicable, liners are to be returned to the league immediately after use.  In all other cases, liners MUST be returned to their proper storage right after the game on the day of use.  Liners, whiting, and/or storage keys left or “forgotten” at any field or facility by any team will be disciplined.                                                                                                                                                       

-          Furnish a first class game ball acceptable to the referee and the Executive

-          Furnish an alternate game ball in the event the first ball can no longer be used.

-          Furnish a net [secured (when not on artificial turf fields)], two regulation corner flags [2] acceptable to the game official and the league Executive. And two soft orange pylons [minimum eleven inches in height [11”] positioned at the center line 

-          Provide the game official with someone to run the line [if no assistant referee is available]

-          Have an alternate colour set of numbered jerseys in the event of a colour clash with opponents.

-          Have enough individual same colour numbered jerseys for every player.

-          Home teams will always occupy the eastern side of the field [closest to clubhouse]

 

  1. Duties of the ”Away” team

-          Provide the game official with someone to run the line [if no assistant referee is available]

-          Furnish a net [secured (when not on artificial turf fields)], two regulation corner flags acceptable to the game official and the league Executive.

-          Have enough individual same colour numbered jersey’s for every player

-          Away teams will always occupy the western side of the field [farthest from clubhouse].

 

  1. At the conclusion of the regular season schedule, the team with the most points in each Division shall be declared the league Divisional Champion [subject to the tie-breaking formula for league play (Part 3E)]

 

a)      Appropriate game preparation is responsibility of the team, not the league.

 

b)      Teams must be on the field, in uniform ready to play at the time indicated on the printed league schedule.  Discipline will be assessed those teams that do not comply.

 

c)      Each team shall have at least two complete sets [2] of uniforms, which are presentable with clearly marked unique and individual numbers on each jersey for each member of the team.

 

d)      The B.M.S.A. will be conducting RANDOM picture ID Card checks. Players whose cards are challenged will not be allowed to play until they have provided “B.M.S.A. APPROVED” ID. [drivers License or B.C. ID]

 

e)      The Executive shall rule on any or all matters pertaining to the provisions or violations of league play.

 

  1. Tie-Breaking Formula

 

a)      All ties in the standings will be determined as per the tie-breaking formula outlined below:

                                                                           i.            Total aggregate of goals “For” in the games the two teams (or more) played against each other.

                                                                         ii.            The number of league game “Wins” during the regular playing season.

                                                                        iii.            “Plus/Minus” goal difference during the regular season.

                                   

b)      In the event that this tie-breaking formula does not adequately resolve the situation, the Executive shall determine how best to break the deadlock. This decision by the Executive shall be binding on all parties concerned.

 

  1. Cup Games

 

a)      Each eligible member team shall compete for the BURNABY CHALLENGE CUP [Challenge Division (A)]; the JAWALA PRASAD ELIMINATOR CUP [Eliminator Division (B)] or the DANTE MAGLIO DEFENDER CUP [Defender Division “C”)]; the Final of which is to be held at a site designated by the Executive.

 

b)      Teams that lose their Semi-Final round games will compete for Third and fourth place in the play-offs at the Finals.

 

c)      The eligible member teams shall contend for these trophies via a series of elimination rounds.

d)      All performance bond balances must be replenished to their five hundred dollar [$500.00] limit prior to commencing the B.M.S.A. play-off schedule. Non-compliance would result in game forfeiture by Default and its attendant penalties. [Part 2 I; iii; of the B.M.S.A. Rules and Regulations]

 

e)      All teams eligible, will play a minimum of one game [subject to time and space]

 

f)        All discipline accumulated during league play will carry forward to Cup play.

 

g)      Any eligible team that forfeits a play-off/Cup game or causes it to be abandoned, will be deemed to have forfeited that game as well as the series and will be eliminated from any further Cup play.

 

h)      The league Executive reserves the right to allocate all fields and game times throughout the play-offs.

-          An effort may be made to allow the team with the highest order of finish in Divisional league play to have first choice of fields and time for their play-off games EXCEPT FOR THE FINAL.  [Top placing teams in the Challenge Cup series may have first choice of fields and time then the top ranked team in the Eliminator Cup series will have its choice of the remaining times and then the top ranked team in the Defender Cup series will have its choice of the remaining times. Choice then returns to the second ranked team in the Challenge Cup series and so on. 

 

NOTE

Play-off rounds may not be two game total goal depending upon the number of teams in each Division, the weather, and time remaining in the schedule. The Executive will rule in this regard if and when it is necessary each season.

 

 

i)        Except where noted in this Constitution and its Rules and Regulations, F.I.F.A. rules will apply in all Cup Games.

 

j)        In the event of some unforeseen circumstances preventing the completion of a Cup game, the Executive will decide how best to determine a solution.

 

k)      All the other provisions of league play shall apply except where noted herein.

 

l)        In order for a player [s] to be eligible to play in a Cup game he must be signed on or before January 15 of the year of the play-offs and in compliance with Part 5 C d of the B.M.S.A. Rules and Regulations

 

m)    All assessed discipline to team [s] and/or its/their members will be carried forward into the next season [i.e.: Red Card suspensions etc.]

 

n)      Each member team competing in Cup play is to supply the referee ten minutes [10] prior to the game with a properly completed game form. Player I.D. Cards, for inspection by the referee [if applicable] and one half [1/2/] of the game officials stipulated fee [referee: $25.00/assistant referee: $25.00 (where applicable)]. Every team will be required to comply with this provision with NO grace period.

o)      If the provision is not met, then the game may not proceed. The offending team will be assessed FULL game costs, fined heavily [minimum $100.00] and at the discretion of the Executive, default of the game. In the event that the game is not ruled a default, then the game will be played [if necessary] when and where as directed by the Executive.  [Assessed discipline will remain in effect]

 

p)      The Executive retains the power over any and all decisions relating to:

-          League or Cup play including scheduling, player registration and referee allocation.

-          Suspension or expulsion of any member team for neglecting to pay its league fees at due date or will not respect the Rules and Regulations and/or Constitution.

 

QUARTER FINAL ROUND

 

-          A Quarter-Final Round for all Cup competitions will consist of a two game [2] total goal Home/Away round* with the highest ranking eligible team in each Cup competition [“A”,”B”, “C”] playing the lowest ranking team in each Division. Match-ups will continue with highest-ranking team versus lowest ranking team.

-          The two lowest rated teams [in points] at the end of league play are eliminated from any Cup Play.

-          In the event that both teams are tied in total goals at the end of regulation time of the second game, then two [2] eight-minute [8] overtime periods with a “Golden Goal” [next goal is winning goal] provision will be played.

q)      - Provincial Cup Competition:

                        The team winning top place in Challenge Division earns the right to represent the B.M.S.A. at the provincial level by competing in the Amateur “B” Cup Provincial Finals. The successful team will be expected to meet the following standards:

a)       Practice once a week until the tournament.

b)       Play two exhibition games [minimum one in April and one in May]

c)       Supply a MINIMUM 18 players.

d)       Maintain a disciplined tournament-focused environment while at the event. [little or no alcohol,drugs or ?????]

                       

            Meeting these requirements would qualify the team for $400.00

[four hundred]dollars towards travel/accommodation expenses. The league will add a further $200.00 [two hundred] dollars (for a potential of $600.00)] should the team advance to the Semi-Final round.

 

-          The league will have an Executive present at the tournament.

 

          NOTE:

            Any team fortunate [and skilled] enough to earn this prestigious honour MUST understand fully that their actions represent our league and its members.

         

 

PART FOUR: Tournaments and Prize Money

 

    A.      The Executive shall organize and supervise all tournaments, if any.

                                 

-          The Executive retains the power over any and all decisions relating to supervising and organizing Society events.

 

    B.   Prize Money

 

a)      Provided it is economical and subject to Society ratification at the A.G.M., prize money way be awarded

 

b)      The amount is to be determined by the Executive.

 

c)      In any event, the B.M.S.A. league play champion shall merit a prize money award as well as the Burnaby Challenge Cup, or the Jawala Prasad Eliminator Cup, or the Dante Maglio Defender Cup [if applicable].

 

d)      A team winning the Divisional league and Cup “Double” is entitled to the accompanying monetary benefits.

 

NOTE

The two [2] lowest ranking teams in league play from each Division will not be eligible to participate in the leagues play-off program. [Not applicable when a three [3] Division eight [8] team format is in effect].

 

e)      The provision for prize money shall be determined on a yearly basis and the absence of prize money in/any given season [s] does not in any way violate the tenments of this Constitution and its Rules and Regulations.

PART FIVE: Player Regulation

 

A.      B.M.S.A. Registration

 

a)      Each team must submit an official register of its players to the Executive on or at a date advised by the latter.

 

b)      Each team shall retain a copy of its official player register for reference and modification purposes.

 

c)      Official player register forms will be distributed by the Society prior to the start of the playing season

 

d)      Any change in player personnel, whether new players are added or players are inactive, should be reported to the Executive immediately so that the Society’s records can be kept up to date.

 

e)      To be eligible, every player must be a member of the B.M.S.A. and have a completed and approved “Application for Membership” and “Community Involvement” Survey on file; be registered with the B.C.S.A. and have a valid B.M.S.A. I.D. card.

 

f)        When registering any player, ALL forms must be fully completed (including jersey number/picture I.D.(one picture only)] for approval TOGETHER. Players will not be approved UNDER ANY CIRCUMSTANCES with incomplete documentation.

 [Subject to Appendix A Part G:I]

 

g)      Any violation of these provisions may subject a negligent team to a fine and/or suspension or other action deemed appropriate by the Executive.

 

B.  B.C.S.A. Registration

 

a)     To be eligible to participate in B.M.S.A. games/events all players must be properly registered at least twenty-four hours [24] before game time on a form provide by the B.C.S.A.

 

b)     These forms will be purchased, on behalf of the member teams, by the Executive and distributed prior to the start of the season.

 

c)     Each team will be required to register a minimum of fifteen players [15] in order for acceptance.

 

C.  Player Regulations

                 

a)     Each team is entitled to conditionally sign or register an unlimited number of players however, team rosters are restricted to the number of jersey’s in a teams inventory [each player must have a “unique and individual” jersey number]. The Society will only issue eighteen registration [30] forms 18 of which are supplied as part of the teams registration fee.  Any signings above this number will require the team to access the 12 [twelve] additional form inventory supplied with the registration kit. These form [s] will be processed at a cost of Thirty Dollars [$30.00 each].

Any signings above this number will require the purchase of additional forms [s]

from the league at a cost per form of $50.00 [fifty dollars] each.

 

b)     The fee for these additional forms can be deducted from the purchasing teams performance bond provided that the balance is not depleted below fifty percent [50%] of the bonds total. At this point, the only deductions to the bond will be for discipline assessments and Player Registration form purchases will then be on a “Cash Only” basis.  [They can again be deducted AFTER the bond has been replenished back to its full five hundred dollar ($500.00) balance. (No partial “top-ups”)].

 

c)     The Executive will not permit the registration on any player concurrently registered with another B.C.S.A. affiliate.

 

d)     A player shall be eligible to take part in a B.M.S.A. league game one day [1] following the date of registration with the B.C.S.A. providing he has complied with all other regulations in Part Five of the B.M.S.A. Rules and Regulations and has been issued a valid B.M.S.A. I.D. Identity Card.

 

-          A player shall be eligible to play in a B.M.S.A. Cup game provided he has been signed in compliance to all provisions of Part Five of the B.M.S.A.  Rules and Regulations and no later than January 15 of that players teams playing season.

 

e)     No player shall be allowed to play on more than one team in league play or in any one Cup competition.

 

f)       No player may participate in a game without a current I.D. Card. It is the responsibility of team representatives to take care of and protect B.M.S.A. Identity Cards.

 

g)     Any player [s] whose I.D. Card [s] or whose eligibility is/are challenged IN ANY WAY by the game official [who will hold and forward the card [s] to the league] is/are suspended on the spot for that COMPLETE league or Cup game [or portion thereof].

NO EXCEPTIONS

 

-          The player [s] MUST appear within ten days [10] (during the play-offs: five days [5]) of the original suspension with his/their manager/coach at the league office [7795 Allman Street, Burnaby] with two pieces [2] of valid I.D. [one picture I.D. with address and one other I.D. with address (addresses on BOTH must match the one on the signed B.C.S.A. registration form) to verify his/their players eligibility to the leagues satisfaction.

-          The player [s] will remain suspended until his/their I.D. has been verified.

-          Player [s] who do not appear within this ten day [10] (five day [5] during play-offs) time frame will be considered ineligible and be assessed a minimum one hundred dollar fine [$100.00] over and above the other sanctions assessed affected teams that are in effect under the “Ineligible Player” provisions of the B.M.S.A. Rules and Regulations.

     

 

THE B.M.S.A. CONSIDERS PLAYER [S] PRESENT AT THE FIELD, PRE-GAME, OR AT THE TIME DOCUMENTATION IS CHECKED TO HAVE PARTICIPATED IN THAT GAME.

h)     Teams that provide faulty eligibility information [cannot be proved conclusively or supported by facts currently on file with the league, other leagues or the B.C. Soccer Association] on player [s] that results in his/their suspension or causes their opponents team to field a less competitive side be assessed discipline that includes substantial fines and game forfeiture [if applicable].

 

i)       A player whose I.D. Card is missing at game time shall be viewed for all intents and purposes as an ineligible player.

 

j)       Each team is allowed to dress a maximum of twenty players [20] per game; all who may participate provided they all have separate, individually numbered jerseys.

 

k)     A team proven to have dressed, and in due course utilized, more than twenty players [20] shall be considered to have played an ineligible player, in which case, it shall forfeit the game and be fined accordingly.

 

NOTE:

-          If an ineligible player has participated in multiple games, then the team will be fined and made to forfeit those games the player participated in [to a minimum of three games (3)] and forfeit a minimum of nine points [9] should the team have won with the ineligible player on the field or not. [to a minimum of three games (3)].

-          A player found to be ineligible due to being registered to multiple affiliated teams will be automatically expelled; fined a minimum $100.00 [one hundred dollars]; a minimum team fine over and above the player fine of $100.00 [one hundred dollars] can also be assessed; an automatic minimum 3 game [three] game forfeit [minimum last three games played] will be assessed. These penalties DOUBLE for repeat offenses.

 

l)       Any team proven to have played an ineligible player [s] in a play-off or Cup competition shall forfeit that game and the series.

 

m)   Any team representative may request a review of an opponents playing roster [subject to Executive approval] under the Protest provisions in Part Six of these Rules and Regulations.

 

n)     In order for a player to be eligible to play in the B.M.S.A., that player must NOT be eligible to play juvenile soccer under B.C.S.A. guidelines.

 

o)     The minimum age for players to participate in any B.M.S.A. event is eighteen years of age [18]. Documentation will be required at time of registration for age verification.

 

p)     Each team shall have one opportunity [1] (up to seven days [7] before the playing season commences) to delete pre-registered players who, for one reason or another, will not be playing. One replacement player registration form will be issued for each spoilt form returned to the league provided the team’s original roster was eighteen players [18] or less.

 

q)     Goalkeepers must wear colours that distinguish them from the other players and the officials.

r)      In games where official assistant referees are not appointed, team linesmen may be used, BUT no registered player that is participating/has participated in that match shall be used in this capacity.

 

s)     Complete player registration documentation must be submitted to the league for processing no later than the Wednesday prior to that teams weekend game. [NOTE: Only one picture required]

 

D.   Substitutions

 

a)     Consistent with the recreational character of the league, each team is allowed to make unlimited substitutions in player personnel throughout the course of the game – extra time included.  

 

b)     In games with assistant referees, All substitutions must be through these officials.

 

c)     In games with assistant referees, all LATE arrivals must be through these officials after I.D. has been checked and approved by this official.

 

d)     A substitute player can only enter the field of play when the referee has suspended play. The substitution can then occur provided the referee has approved it and that the team wishing the substitution has possession or control of the ball. If a player has been injured, he may be substituted with the referee’s approval.

 

e)     A player previously substituted for shall be permitted to take further part in a game.

 

f)       A player cannot be substituted for teammate sent off the field by the referee.

 

g)     Players substituting must comply with all the provisions in this Constitution and its Rules and Regulations regarding eligibility,

 

E.    Transfers

 

a)     A properly registered B.C.S.A. player may transfer TWICE during a current playing season BUT cannot transfer back to the original team until a period of thirty days [30] has elapsed. All transfers must be completed no later than the fifteenth day of January [15th] of any winter league season. [All discipline accrued by the player to the date of his transfer is carried forward to the players new team]

 

TRANSFER PAPERS THAT ARE SUBMITTED AFTER THIS DATE ARE NULL AND VOID AND THE PLAYER IS INELIGIBLE TO PLAY FOR THE TEAM HE HAS CHOSEN TO TRANSFER TO.

 

b)     A player registered on the official B.C.S.A registration form cannot transfer his services during the current playing season of such registration without the consent of the team with which he is registered.

 

c)     A player refused a transfer by his team shall be allowed to appeal in writing without fee to the league with a copy of such appeal being sent to the Society Secretary.

d)     A transfer will require the B.C.S.A. Registrars guidelines regarding transfer being complied with.

 

e)     The Executive must be informed of all and any player transfers.

 

f)       A player is entitled to two transfers [2] before the deadline established by the B.M.S.A. [January 15]

 

g)     A transferred player shall be eligible the day following the registration of such transfer to play in all league games for the team to which the transfer has been granted, provided he is a member of the Society, the B.C.S.A., has a valid B.M.S.A. I.D. card issued and is not currently under suspension from his previous team and/or league.

 

h)     Any player previously unregistered with the B.C.S.A. in a current season may be signed right up to the player-signing deadline [January 15]. To play in the Burnaby Challenge Cup Competition [A]; the Jawala Prasad Eliminator Cup [B]; or the Dante Maglio Defender Cup [C] competition if applicable.

 

i)       All transfers are subject to the charge of twenty dollars [$20.00], due and payable to the B.M.S.A. before the transfer can be completed.

 

F.  Identification Cards

 

a)All player I.D. cards are the exclusive property of the B.M.S.A.

 

b)Any player without a valid I.D. Card will be deemed an ineligible player.

 

c)Only eligible players names may appear on the team list, and I.D. cards [if applicable] for ALL players in the current line-up must be presented to the game official, together with a team list signed by team official, at least ten minutes [10] before the game.

 

d)To be current and acceptable, every I.D. card must indicate:

1. Name

2. Date of birth

3. Name of team currently registered with

4. A recent and clearly identifiable photograph [no black and white]. Pictures on I.D. cards must be full faced, clear and current. Teams will be held responsible and accountable for any player [s] I.D. that does not meet these standards in the opinion of the game official and/or the Executive.

5. Signature of a Society Executive.

6. Subject to availability, pictures provided by the league Polaroid camera can be provided for a fee of five dollars each [$5.00] cash.

7. Laminated:

-    Non-laminated cards are valid only on the date they are approved.

-    Non-laminated cards must be surrendered to the league for laminating.

-    Teams found to have utilized a player [s] with non-laminated I.D. cards after the approval date will be ruled to have used an ineligible player, forfeit the game and points if applicable, and fined.

e)It is the responsibility of every member team to ensure that all their player information is collected and complete before a Director will approve a card.

 

f)  Eligible players late for the kick-off may participate in the game upon presentation and approval of their I.D. card by the appropriate game official.

 

g)When transferring to another team, a players I.D. card must be submitted with his transfer form.

 

h)Any unused I.D. card [i.e.: players quitting or leaving the team for the rest of the season due to injury, commitments etc.,] must be returned to the Executive immediately.

 

i)  Managers are responsible for ensuring that all I.D. card data is correct. Any discrepancy must be reported to the Executive immediately.

 

j)  The player or team manager must retrieve the I.D. card from the Executive when the player’s suspension has been lifted. A list of the games “sat out” by the suspended player must be submitted at the time the card is retrieved.

 

k)Managers or coaches with invalid player I.D. card [s] should not insist on fielding that/those player [s] until the documentation is correct and properly approved.

 

l)  Teams failing to produce valid I.D. cards at game time will have until the end of half time to produce the I.D.Cards.  If the I.D. cards are not produced by half time then the game will be forfeited and recorded as a one to nil loss. The offending team will be assessed all expenses incurred including full game officials fees and field booking fees.  Failure to do so will result in additional fines and suspension [s] being handed out to the offending team or players.

 

m)     Any player ejected from the game by the referee, will have his I.D. card forwarded with the referees report to the Executive on the day of the infraction.

 

n)It is the responsibility of the team [s] whose player [s] have been ejected to surrender the I.D. card of the player [s] to the referee.

 

o)Game officials must check I.D. cards prior to the game to verify:

1. The player and I.D. card match.     

2. The player is in fact registered with the team he is registered with.

3. The game official will retain possession of the I.D. cards for the duration of the game.

 

p)Replacement I.D. cards for those lost and/or destroyed only upon satisfactory evidence of loss or destruction.  The replacement fee will be ten dollars [$10.00] per card.

 

q)Only team representatives may apply for player I.D. cards.

       

r)  The Executive will dispense new player I.D. Cards based on need or the expiration of any current player cards.

 

s)All teams requiring B.M.S.A. I.D. cards to be validated must submit these cards to the Executive seven days [7] prior to the commencement of the season.

PART SIX: Protests

 

  1. A Protest will only be considered on the grounds of misinterpretation of F.I.F.A. laws of the game or on the eligibility of players.

 

  1. Any Protest relating to the grounds, goal posts, bars or other appurtenances shall not be entertained unless notice of particulars has been            given to the referee before the   commencement of the match.

 

  1. No protest will be considered if, in the opinion of the referee, the objection lodged did not seriously affect the outcome of the game [refers only to paragraph “B”]

 

  1. In dealing with any protest, the Association may take into consideration the possession by the protesting party of any knowledge, which if properly used [in the committees opinion] might have obviated the Protest.

 

  1. All Protests must be in writing and contain all relevant particulars.

 

  1. All Protests must be filed with the Executive within forty-eight hour [48] of the conclusion of the game in question.

 

  1. The sum of Fifty dollars [$50.00] must accompany the Protest and, if the Protest is not sustained, this amount will be forfeit.

 

  1. One copy of the Protest shall be sent by the Executive to the team against who the protest was lodged.

 

  1. The Executive will rule on any and all Protests filed.

 

  1. The decisions of the Executive are final and binding subject to the right of appeal to the B.C.S.A. [see Part Seven]

 

  1. In the event of a successful “Protest” all copying, photocopying, postage etc., will be assessed the team that loses the Protest.

 

PART SEVEN:  Appeals

 

A.      Executive decisions shall be binding subject to the Rights of Appeal i.e.: recourse to the B.C.S.A.

a)    Appeals to the B.C.S.A. must be addressed to its Secretary.

b)    Appeals must be in writing and triplicate.

c)    An Appeal to the B.C.S.A. must be submitted within forty-eight hours [48] of receipt of an official B.M.S.A. Executive decision.

d)    An Appeal to the B.C.S.A. must be accompanied by a cheque in the amount of one hundred dollars [$100.00] payable to that body.

PART EIGHT: Awards

 

A.      The Executive shall confer a prestigious trophy on the winners or Divisional winners of the B.M.S.A. league championship.

a)       Second and Third place finishers in league play [or in each Division] will also receive trophies.

 

B.      The Executive shall also confer a trophy to the winners of the Burnaby Challenge Cup play-off series, the Jawala Prasad Eliminator Cup series and the Dante Maglio Defender Cup series.

 

C.      The losers of the B.M.S.A. Semi-Final round will play each other at the Finals to determine third place overall for which a trophy will also be conferred.

 

a)       The Executive will also award a trophy to the MOST VALUABLE PLAYER of each Divisional Final [as chosen by the winning team in each of those competitions]

 

D.      At the conclusion of league play, trophies will also be awarded to:

 

a)       The leading goal scorer in each Division.   

b)       The team giving up the fewest goals in league playing each Division.

c)       The team, which represents the Most Sportsmanlike team [based upon the fewest Yellow and Red cards and fewest violations of this Constitution and its Rules and Regulations].

 

E.      All teams are responsible for any damaged or lost trophies while in their possession.

 

F.      All trophies that are awarded [which are permanent] shall be returned to the Executive when requested and in good condition no later than January 15, of each playing season.

 

PART NINE: Game Officials

 

  1. Any and all game officials used in any B.M.S.A. league or Cup game must be sanctioned by the Executive and appointed by the referee allocator.

 

  1. Complaints by or against game officials should be made to the Executive within forty-eight hours [48] of the game in question. 

a)       All complaints by teams about game officials should be in writing with all relevant details noted.

 

  1. Any attempt to bribe a game official or influence him in any manner shall result in the offending team being expelled from the Society.

 

  1. In all cases of alleged physical assault of, or threatening behaviour towards a game official, the accused shall be immediately suspended from all soccer activities until the case has been decided by the B.C.S.A., or by the Society, or league in membership.

a)      In ALL cases of alleged physical assault of, or threatening behaviour towards the assistant referees the accused shall be immediately suspended from all soccer activities until the case has been decided by the B.C.S.A., or by the Society, or league in membership. The offending team shall be immediately assessed a minimum one hundred dollar [$100.00] fine in addition to the established penalties in the Rules and Regulations.

PART TEN: Discipline

 

  1. The Executive retains the power over any and all decisions relating to disciplinary measures against any member team or individual player Arising from league or Cup play or violations of the Constitution and/or its Rules and Regulations.

 

  1. The Discipline Committee of the B.M.S.A. will consist of the members of the Executive.

 

  1. The B.M.S.A. Disciplinary Committee will render any and all disciplinary decisions pertaining to all aspects of the B.M.S.A. The committee Shall be responsible for all matters of discipline referred to it but without limiting the generality of the foregoing, any of the following Matters:

 

a)       Alleged misconduct on the part of a member of a club, player, team official, or any member that may bring the game of Soccer into disrepute.

 

b)       Alleged breach of any of the Rules and Regulations or By-Laws of the Society.

 

  1. The Disciplinary Committee shall have the power to inquire into the conduct of any member in the members capacity as a player, team Official, and will take Disciplinary action where it has been determined that a member has:

a)       Violated F.I.F.A. Laws of the Game and/or the Society’s rules.

 

b)       Violated rules established from time to time by the Society governing the conduct of members on and off the field.

 

c)       Behaved in a manner considered by the Executive and/or the Disciplinary Committee to be unbecoming of a member registered with the Society.

 

d)       Behaved in a manner considered by the Executive and/or Discipline Committee not to be in the best interests of the game of Soccer or the Society.

 

e)       Bet on any Soccer match.

 

f)         Attempted to offer, either directly or indirectly, any consideration whatsoever to team, player, or players of any other team, with a view to influence the result of the match.

 

g)       Accepted consideration pursuant to clause vi.

 

h)       Commit any act or make any statement either verbally or in writing, or been responsible for conduct, continuing misconduct or any other matter which in the opinion of the Society is considered to be ungentlemanly, insulting, or improper behaviour or likely to bring the game into disrespect.

 

  1. The rules regarding discipline do not differentiate between games that are completed or abandoned for any reason. Therefore, the penalty for being cautioned or being ejected from a game remains the same regardless of the situation surrounding the games outcome.

 

  1. Players or team officials shall not participate in any sanctioned soccer activity while under suspension which includes: 

 

a)       Acting as a game official

b)       Coaching in any way, either verbally or by hand signals, or assisting the team in any way.   

c)         Shall not be in match strip while standing with team members during any match.

 

  1. The decisions rendered by the Executive in its capacity as the Disciplinary Committee shall be final and binding on the party [ies] involved Subject to the Right of Appeal as outlined in Part Seven of this Constitution.

 

  1. The contents of the game officials official report to the Executive will provide the basis for all B.M.S.A. Disciplinary Committee decisions.

 

  1. The Constitution of the B.C.S.A. shall be the basis for all B.M.S.A. Disciplinary committee measures, rules and regulations except as noted in this Constitution and its Rules and Regulations.

 

  1. The B.M.S.A. Disciplinary Committee reserves the right to deny registration to any player [s] whose past record has proven him to be potentially dangerous to opposing players. The B.C.S.A. shall be consulted in this regard if necessary.

 

  1. The B.M.S.A. Disciplinary Committee shall maintain a precise record of all infractions reported to the Executive by its appointed game officials.

 

  1. Breaches of the B.M.S.A. Constitution, its Rules and Regulations and/or violations of the Laws of the Game will meet with Disciplinary Measures as rendered by the Discipline Committee. Team managers must take note and advise their fellow team members accordingly Ignorance of the tenments of this Constitution or its Rules and Regulations in no way admonishes any team [s] or player [s] of the consequences of any disciplinary ruling by the Disciplinary Committee.

 

  1. If any situation [s] arises where a member [s] of the Executive is in a bias or conflict of interest position regarding exercising the Executive Power; that member [s] of the Executive shall be required to temporarily step down in order that an impartial team representative [appointed by the remaining Executive (s)] can take his/their place for the purpose of rendering a decision.

 

  1. Game officials appointed by the B.M.S.A. Executive shall employ the RED and YELLOW card system in all league and Cup games.

 

  1. Any player accumulating three YELLOW [3] cards within a period of one playing season in league or Cup play will be automatically suspended without hearing and without appeal from the player [s] following league or Cup game [whichever comes first] by the Disciplinary Committee for a Minimum of one game [1].  Any player accumulating a further two YELLOW [2] cards in the current season of league or Cup play will be automatically suspended without a hearing and without appeal from the player [s] following league or Cup game [whichever comes first] by the Disciplinary Committee for minimum of two games [2].  Any player accumulating a further one YELLOW card [1] in the current season of league or Cup play will be automatically suspended without hearing and without appeal from the player [s] following league or Cup game [whichever comes first] by the Disciplinary Committee for a minimum three games [3].

  1.  Any player accumulating a further one YELLOW card [1] in the current season of league or Cup play will be automatically suspended without a hearing and without appeal from the player [s] following league or Cup game [whichever comes first] by the Disciplinary Committee for a minimum five games [5].  His/their manager will be informed of this decision and the formers I.D. card must be relinquished to the Executive via the post (if applicable). Failure to comply in this regard will bring about prolonged suspension for the player involved and a fine for the team management.

NOTE

League policy in regard to accumulated cautions [Yellow Cards] is as follows:

Any discipline that results in a suspension is a “Red Card” [League Policy]

 

  1. Any registered player or team official ejected from a match for the fourth instance [4th] during the leagues playing season shall be assessed a minimum six game suspension over and above the assessed discipline for the original offense.

 

  1. If, on the field of play, an incident entailing personal injury occurs unnoticed by the game official, the B.M.S.A. Disciplinary Committee will require both team managers involved to submit written correspondence on the matter. Statements put forth by independent Witnesses will also be considered and the injured individual will be interviewed. The Committee will then, after fully acquainting the B.C.S.A with the case and all its particulars, make a ruling binding on all parties concerned.

 

  1. Any substantiated complaints from the City of Burnaby concerning drinking/illegal drug use at scheduled Soccer games under the jurisdiction of the B.M.S.A. will be severely dealt with. [Minimum one hundred dollar fine ($100.00) first offense].

 

  1. All Red Card ejections will be dealt with on a case-by-case basis by the B.M.S.A. Disciplinary Committee. League policy for the Following Red Card offenses is as follows:

 

a)      Persistent Misconduct: [Two (2) cautions in one game]

i)  First Offense:  minimum two game [2] game suspension.

ii) Second Offense:  minimum three game [3] suspension.

 

[If the second caution was for an infraction that, by itself would have resulted in an ejection, then use the Red Card offense penalties. In this instance, the first Yellow card infraction should also be recorded].

b)      Abusive, Insulting and/or Offensive Language:

           

[If the language is loud enough to be heard by the game official and/or spectators, but not directed at any one person]:

i)  First Offense:  minimum one game [1] suspension

ii) Second Offense:  minimum two game [2] suspension

 

[If the language is directed at another player, team officials, or spectator [s] and is loud enough to be heard by the game official:]

i) First Offense:  minimum two game [2] suspension

ii)                   Second Offense:  minimum three game [3] suspension

c)      Denying a Goal Scoring Opportunity:

i) First Offense:  minimum one game [1] suspension

ii)                   Second Offense:  minimum two game [2] suspension

 

d)      For Serious Foul Play:

i) First Offense:  minimum three game [3] suspension

ii)                   Second Offense: minimum four game [4] suspension

iii)                  Third Offense:  minimum five game [5] suspension

 

e)      For Violent Conduct:           

[Attempting to, or actually kicking, striking, or spitting at another person: threatening behaviour in any physical manner or physical action intended to provoke another person to fight]

i)  First Offense:  minimum four game [4] suspension

ii) Second Offense:  minimum five game [5] suspension

iii)                  Third Offense:  minimum six game [6] suspension

 

  1. League policy for the following Red Card offenses [For actions AGAINST GAME OFFICIALS] is as follows:

 

a)          Persistent criticism or disputing of decisions:

i)  First Offense:  minimum one game [1] suspension

ii) Second Offense:  minimum two game [2] suspension

iii)                  Third Offense:  minimum four game [4] suspension

 

Use of offensive, abusive, or insulting language [Deliberate insulting conduct towards game officials including personally insulting remarks. Allegations or physical actions without physical contact or threatening verbal statements]:

i)  First Offense: minimum three game [3] suspension

ii) Second Offense: minimum four game [4] suspension

iii)                  Third Offense: minimum six game [6] suspension

 

b)  Deliberate physical contact by: striking, spitting, kicking, charging, pushing, pulling, or holding or threatening in a verbal or physical manner:

i)  First [and only] Offense: Automatic suspension from ALL Soccer related activities and shall stand suspended pending a hearing. [At the B.C.S.A. within twenty-one days (21)]

ii) Automatic expulsion from the league and immediate assessment of a substantial fine [minimum one hundred dollars

                                  ($100.00)].

 

  1. Any player who participates in a game while under suspension shall be subject to:

i)  First Offense: minimum five game [5] suspension/one hundred dollar [$100.00] fine.

ii) Second Offense: refer file to B.C.S.A. Discipline Committee

 

  1. Any team official under suspension, who acts in a manner that may be deemed to be coaching and/or managing shall be subject to:

i)  First Offense: minimum five game [5] suspension/one hundred dollar [$100.00] fine

ii) Second Offense: refer file to the B.C.S.A. Discipline Committee.

 

  1. Any player or team official under suspension if attending a game as a spectator, behaves in a manner that brings disrepute to the game shall be subject to:

i)  First Offense: minimum five game [5] suspension/one hundred dollar [$100.00] fine

ii) Second Offense: refer file to the B.C.S.A. Discipline Committee.

 

Where possible, past precedent will be used in rendering decisions. [ALL Red Card carry forward (if necessary) to the leagues next Playing season].

 

  1. All teams will be fined based upon the rolling total of Yellow Cards [minimum one [1] point], Red Card [minimum three [3] points], and team discipline [minimum one [1] point that their players and/or coaches/managers accumulate over the course of the playing season [including play-offs]. The formula for assessing penalties will be as follows:

40 points ………………………………….  $  25.00

50 points ………………………………….  $  50.00

60 points ………………………………….  $  75.00

70 points ………………………………….  $ 100.00

80 points ………………………………….  $ 125.00

90 points ………………………………….  $ 150.00

NOTE

League policy is to increase suspensions and fines for member [s] and member teams that commit second [2nd], third [3rd] and more Red Card violations or team discipline violations in any one season over and above those outlined above.

 

  1. Fines

i)               Fines can be paid by the methods outlined in Part 2 U of these Rules and Regulations.

ii)             Any team depleting its Performance Bond must replenish this bond per the guidelines established in Part 2 I of these Rules and Regulations

iii)            The Directors in their capacity as the B.M.S.A. Disciplinary Committee shall establish the dollar value of all fines for infractions and violations of the Constitution and its Rules and Regulations. Where feasible, past precedent will be used to determine the amount. No fine will be less than twenty-five [$25.00] dollars [except Part 5 C vii]

iv)            Outright or continued refusal to pay fines ordered by the B.M.S.A. Disciplinary Committee will mean indefinite suspension/expulsion from the Society’s operations for the offending team [s].

 

  1. Serious Offenses:

a.       Serious infractions resulting in suspension or expulsion from the Society for either the player [s] or the team [s] involved a heavy fine will also be assessed:

i)                     Striking, hitting, or threatening any game official.

ii)                   Bribery of a game official or a player [s] to influence the outcome of a game.

iii)                  Striking, hitting, or threatening a member or members of the Executive while he/they attempt to carry out his/their duties

iv)                  Any player [s] receiving three [3] Red Card violations in one [1] season.

v)                    Deliberate actions with the intent to or actually seriously injure any member [s] at any B.M.S.A. event.

vi)                  Any member [s]:

-          Entering the field of play [without the game official’s approval]

-          Entering the field of play [without the game officials approval] with the intent to strike, hit, any member[s] or game official[s] or to actually strike, hit any member[s] or game official[s].

vii)                Any member [s] who, after having been ejected from a game by a game official [s], refuses to leave the field of play or the park facility [if applicable].
